It was what happened leading up to it, the response to it, and the aftermath. The attack could have been prevented and the base abandoned and destroyed before the attack. The real Benghazi scandal was that Hillary's State Department was smuggling US-made stinger missiles to terrorists in the region, via the CIA.
On the day of the attack, US helicopter support was standing by and ready to assist, but Hilary chose not to send them in. Why? Because the terrorists attacking the consul were equipped with these US stinger missiles and would have easily shot down the US backup choppers.
