I consistently argue against the necessity of the ethnostate, the state part is unimportant to the achievement of the 14 words.

What is required for this to happen? Replacement level births from white couples, first of all. So long as there is a population of whites that refuse to miscegenate, and they have enough children to replace themselves, we will continue to exist. White racial consciousness is all that is required to accomplish our continued existence, and growing white racial consciousness doesn't require a state, it requires cultural action.
As for securing a future for white children, there are many things that are more important that just the state, there is our culture, religious beliefs, history and languages, etc. All of these things can be advocated for and expressed without any government approval, and do not go against any state interests enough to ever be realistically attacked by the state.
Thus we should be focusing on white racial consciousness and cultural awareness long before we consider the question of forming a state. You need a people, a nationhood, before you can ever start talking about creating a state for them, and right now the white peoples of the world are fractured. There are more important things that the state that are also more easily accomplished.

White women were given the right to vote in many Western states in the USA when they were first granted statehood and they voted along the lines of the men there, because there was a strong culture there and the women were married.
