I had a friend that did the same thing back in college. He was truly paranoid. I did what I thought was right and started pointing him in crazy conspiracy theories. Lizard people, FEMA camps, NWO, fluoride in water turning frogs gay. ... Eventually they had a momentary lapse of rationality, and realized it was all craziness. Then they looked deeper and realized that what I was telling them were half truths. Veiled truths. Lizard people exist, you can call them chameleons if you want, but we all know they're jewish. ... so on, so forth.
Same thing happening here. Every time I point out a "tinfoil hat" aspect of his story, it just gets absorbed as another part of the lore. Pretty frustrating/irritating.

Case in point, this dumbass sent an email to the fucking CIA (god knows what random email he pulled from the internet). He was contacted by the FBI, probably to see if the craziness presented any threat to anyone, then decided it was a mulit-agency conspiracy.
Upon reverse searching the phone number, a local field office training desk was in the Google results (really just front desk number), so he decided he was being secretly recruited.

Tell him he only has a risk if he has a platform and an audience. Noone is going to waste resources on someone that is a legitimate threat. Either A. Has a reputation or connections that deem him a reliable source where the information is actually dangerous in his hands or B. Has a platform and is communicating ideas that threaten a powerful opposition.
