The ministry is controlled by Seehofer, who wants to present himself and his CSU party as tough on crime. Showing an increase in crime would make him look ineffective at his job.
In January, Christian Pfeiffer of the opposed SPD (socialist) party released a report that said violent crime was up and that migrants were responsible.

murder is skyrocketing in germany since 2014, and thats only murder, crimes that where not classified as murder (but where in fact murder) are not tracked and just put in other categories like manslaughter or even worse only as "grievous bodily harm resulting in death".
Most of the reduction is attributed to theft, a crime the german police just doesn't go after anymore because they don't have the resources anymore. Same for (minor) damage to property.
And guess were the biggest drops are, theft and burglaries.
