Just a metric used to gauge the President's popularity among the public at any given time, doesn't carry much if any weight except for maybe a slight impact on the overall political climate. Bush iirc, had job approvals in the 20s and Congress routinely scores in the single digits.

Approval ratings do mean something, but if the last election should have taught you anything it's that disapproval of a candidate versus being unwilling to actually vote for them over their competitor are two different things.

So far I see little reason to believe that the average republican won't hold their nose and vote at the booth along the red line, and that should worry democrats who have turnout issues in midterms.
