The cartels bribe the government in order to ensure their survival, and avoid any fight with the army(which is the only organization that cartels actually fear). Neverthless the catels which screw more often with civilians, tend to be a direct target of the mexcian government.
Obama´s and Bush administration are also responsible for our problem thanks to gunwalker program on which US inflitrates sold guns to the cartels in order to track them.

Many of the cartels we hear about near the border aren't actually selling in any drugs, instead they are classic highwaymen, hijacking shit and demanding taxes from other drug dealers trying to smuggle their dope across the border. They also extort and tax any business operating in their area at such a massive extent that they in fact became the government themselves, operating beside them but actually having all the power and wealth. So government security agencies were easily recruited into these cartels because they are the defacto regime in these Northern provinces.

Mexico City and other regime strongholds are not run by cartels, we're talking shitty areas near the border and gulf. There's zero political will in Mexico City to do anything about the criminal shadow regime for some reason, likely because they're either getting paid from it or it's just an impossible problem requiring a full military occupation and they can't be bothered.

It's a brilliant plan actually, they effectively act like a government: enforcing taxes. In exchange they provide 'security', meaning anybody else robbing or stealing they final solution. Arresting these groups is next to impossible because they never actually handle any narcotics, they just tax the people that do who pass through their northern towns like an import tax. Lot's of gangs here have adopted the strategy, notably biker gangs do this. Protection rackets and extortion of all black market activities. Cops even sometimes work with these biker groups infomally if one of their taxed drug dealers goes off the rails they're expected to quietly kill him to keep the status quo. None of the bikers are ever caught handling dope or conspiring to bring it in so they never get arrested, just petty weapons charges.

years ago a group of farmers faced them in Michoacan, after a few weeks, this group of farmers forced narcos to leave towns, so the cartel lost a lot of money, a few days after this, mexican government sent army to control the situation, now Michoacán ins under cartel control again.
