Have you noticed that whenever Horowitz makes findings he uses, grammatically:
1. the active voice when making findings in favor of deep state
but then
2. the passive voice when a negative finding.
Example 1: “we found no bias in the decision to decline prosecution”
Example 2: “we were concerned and unconvinced that agent strzok was free from bias”

His testimony and this IG report is only about the Clinton e-mail investigation which was closed in July 2016. He makes it clear multiple times through his testimony yesterday and today, that they were looking at the Mid Year exam, Hillary e-mail investigation. In the video, he talks about the process of publishing the report and mentions that "in this case there was" a grand jury. There may be other grand juries for Trump, although I doubt it, but Horowitz is 100% referring to a grand jury for something related to his report on the Hillary Clinton investigation. Could be leaks, could be receiving gifts from media, could be treason, who knows, but there is a grand jury for something related to what Horowitz uncovered while investigating the Mid Year exam.
