>Common ground emerging on Syria constitution, more talks planned: U.N.

GENEVA (Reuters) - Senior officials from Iran, Russia and Turkey held “substantive” talks on Tuesday on how Syria’s constitutional committee will be set up and will function, and more such talks are planned within weeks, U.N. Syria envoy Staffan de Mistura said.
The discussions in Geneva were the first visible diplomacy in months between countries involved in the Syrian war, and the effort to form a constitutional committee follows two years of futile rounds of talks that never led to direct meetings between the warring sides.
“During the meeting, constructive exchanges and substantive discussions took place on issues relevant to the establishment and functioning of a constitutional committee, and some common ground is beginning to emerge,” de Mistura said in a statement.

De Mistura has a mandate from the U.N. Security Council to forge a political agreement between Syria’s warring sides, including a new constitution and new elections.

A congress of Syrian activists held in the Russian resort of Sochi in January gave him the task of setting up a committee to draft a new constitution. He promised at the time to consult widely on the membership, which would be unlikely to exceed 50.
The government of President Bashar al-Assad has sent the U.N. a list of nominees and Syria’s opposition is expected to follow suit soon.
The meeting brought together the Turkish Foreign Ministry’s Deputy Undersecretary Sedat Onal, Russia’s Syria envoy Alexander Lavrentiev and the Iranian foreign minister’s Special Assistant in Political Affairs Hossein Jaber Ansari.

De Mistura plans to meet senior officials from the United States, Saudi Arabia, Jordan, France, Britain and Germany next week, and expects the Iranian, Russian and Turkish officials to return for more talks in the next few weeks “to widen the common ground”, the statement said.

>Lebanon to review move to let Iranians in without passport stamps: source

BEIRUT (Reuters) - Lebanese ministers will review a security agency’s decision to allow Iranians to enter at the airport without having their passports stamped, an interior ministry source said on Tuesday.

The move by the General Security agency has sparked an outcry from some politicians who fear it reflects the deepening influence of Lebanon’s Iran-backed Hezbollah movement, which emerged from a recent parliamentary vote with more sway.
The staunchly anti-Hezbollah Lebanese Forces, a Christian party, described the change as an attempt to help Iran send more forces to Syria through Beirut or move money to Hezbollah despite U.S. sanctions.
The agency, which oversees airport security, has defended its decision and said entry cards will be stamped instead.

>EU tries to ease German and Italian concerns over migration

BRUSSELS (Reuters) - European Union leaders will try to reassure Germany and Italy over migration at a summit next week as a stand-off in Berlin threatens Chancellor Angela Merkel’s ruling coalition.

The EU could take steps to stop asylum seekers moving on from the country in which they are registered and start deciding asylum requests at centers to be established beyond EU borders in the future, according to a draft summit statement.
The proposed steps come ahead of the June 28-29 summit in Brussels at which EU leaders will attempt to agree on a joint migration policy three years after more than 1 million people arrived in Europe, causing a crisis for the union.
Their joint draft statement is not public and its wording might change. But it showed the bloc is trying to accommodate a new, anti-establishment government in Italy, as well as Berlin where Merkel’s coalition partner issued an ultimatum for an EU-wide deal on migration.

>Libya port attack cut output by 400,000 barrels per day: NOC head

VIENNA (Reuters) - Libya has lost some 400,000 barrels per day (bpd) of oil production in recent days because of militant attacks at the Ras Lanuf and Es Sider ports, the head of the National Oil Corporation (NOC) said on Tuesday.

Sanalla said there were still militants present in the area of the terminals, which were closed on Thursday following an early morning attack by opponents of eastern-based Libyan commander Khalifa Haftar.
One crude oil storage tank in Ras Lanuf was hit and ignited on the first day of fighting, and a second tank caught fire on Sunday.
“We look to fight the fire first of all, stabilize the situation,” NOC Chairman Mustafa Sanalla told reporters in Vienna ahead of a meeting of OPEC and non-OPEC producers on June 22-23.

>Saudi Arabia's women drivers get ready to steer their lives

DHAHRAN, Saudi Arabia (Reuters) - On June 24, when Saudi women are allowed to drive for the first time, Amira Abdulgader wants to be sitting at the wheel, the one in control, giving a ride to her mother beside her.

“Sitting behind the wheel (means) that you are the one controlling the trip,” said the architect, dressed in a black veil, who has just finished learning to drive. “I would like to control every single detail of my trip. I will be the one to decide when to go, what to do, and when I will come back.”
Abdulgader is one of about 200 women at the state oil firm Aramco taking advantage of a company offer to teach female employees and their families at its driving academy in Dhahran to support the social revolution sweeping the kingdom.

>Russia, Saudi push for big hike in oil output despite Iran opposition

VIENNA/MOSCOW (Reuters) - Russia and Saudi Arabia are pushing OPEC and its allies to raise oil output steeply from July to meet growing demand and cover supply outages in Venezuela and Libya despite opposition from several members of the producer group including Iran.

“Oil demand usually grows at the steepest pace in the third quarter ... We could face a deficit if we don’t take measures,” Russian Energy Minister Alexander Novak told reporters. “In our view, this could lead to market overheating.”
Novak said Russia wanted OPEC and non-OPEC to raise output by 1.5 million barrels per day (bpd), effectively wiping out existing production cuts of 1.8 million bpd that have helped rebalance the market in the past 18 months and lifted oil prices LCOc1 to $75 per barrel from as low as $27 in 2016.

The Organization of the Petroleum Exporting Countries meets on Friday to decide output policy amid calls from major consumers such as the United States and China to cool down oil prices and support the global economy by producing more crude.

I'm sorry, but did the Saudis already lose in Hudaydah? Oh, that's right. The offensive isn't even over yet. In fact, it's only half way to the city. Does not having a victory at half way count as a loss? Is that what you're saying? Because if you're saying that I can assure you that you're wrong. Why would you make this thread when the battle is still on? The Saudis are still fighting right now and they have been the best army in the Middle East for how many years now? They're playing one of the worst armies in the Middle East who just happen to have a lead because they're feeding off the energy of khat. But you know what? They still fucking suck. The Saudis are one of the best fucking nations in the ME, they went to Taiz last year and would of invaded Qatar if the Iranians didn't help. Maybe you should shut the fuck up before you make retarded threads like this. You know why? Because you're going to be embarrassed when the Saudis win and someone bumps this topic. Oh look at that, the UAE just made it to the airport when they needed to for a week, just like the KSA did. Are you a fucking drunk? Are you retarded? Are you autistic? You are a fucking Majoosi and you should never make a post on this board again and I'm fucking serious. I almost have a feeling you're the only guy making all these anti-Wahhabi topics because you're a faggot hater who doesn't like the kingdom because they're good. Fuck you, be good at something in YOUR life and then maybe try to troll these fucking Sunni nations in the region, like I give a fuck. It's so easy to spot out your threads now, you're a retard. Always doing stupid shit like this. Why don't you try to be a good poster? Just for once? For once in your fucking life try not to make a general like this. That's just you, you're always right at getting it wrong. Fuck you. You are nothing.

>Iran says Trump seeks high oil price to support shale: SHANA

LONDON (Reuters) - Iran’s oil minister said on Tuesday that U.S. President Donald Trump sought high oil prices to support shale production in the United States, despite his public attack on OPEC over the high price of oil.

“We believe Mr. Trump prefers high oil prices to support shale production in America, but he attacks OPEC, especially after U.S. withdrawal from the JCPOA (Iran’s nuclear deal), to avoid public pressures for increasing the prices of oil,” Bijan Zanganeh was quoted as saying by SHANA before his departure for the OPEC summit.

>Syria condemns Turkish, U.S. presence around Manbij

BEIRUT (Reuters) - Syria said on Tuesday it rejected the presence of Turkish and U.S. forces around the northern town of Manbij, a day after soldiers of the two countries began patrolling the area.

Turkish and U.S. troops on Monday began independent patrols along the line separating Turkish-controlled areas of northern Syria from the town of Manbij, which is controlled by a local militia affiliated to the U.S.-backed Syrian Democratic Forces (SDF), which is dominated by the Kurdish YPG militia.

Ankara views the YPG as a terrorist organization. Earlier this month Turkey and the United States endorsed a tentative deal to overcome months of dispute over the town, in which the YPG would withdraw from Manbij and Turkish and U.S. forces would jointly maintain security and stability there.

“Syria expresses its strong condemnation and absolute rejection of the incursion of Turkish and American forces in the vicinity of Manbij, which comes in the context of continued Turkish and American aggression,” state news agency SANA said, quoting a foreign ministry statement.

The statement also said the Syrian army is determined to “liberate all of Syria’s territory”.

>Russia's oil export, refinery plans point to increase in output

MOSCOW (Reuters) - Ahead of a meeting with Saudi Arabia and other producers, Russia already plans to increase oil exports, its July-September schedule shows, which coupled with increasing refinery runs suggests Moscow is gearing up to raise production.
OPEC and non-OPEC producers are scheduled to meet on June 22-23 in Vienna to discuss a possible increase in output after more than a year and a half of coordinated cuts which have taken 1.8 million barrels per day (bpd) out of the market.
Those cuts, led by Saudi Arabia and Russia, having helped slash global oversupply and raised prices by almost $20 a barrel, but there are now calls, from Russia’s energy minister Alexander Novak and others, that the deal be re-examined.

Crude exports and transit from Russia is expected to rise to 63.34 million tonnes in the July-September quarter from 62.45 million planned for April-June, Russia’s export schedule shows.

That works out to an increase of around 20,000 bpd - not significant in itself - but comes alongside plans by Russian refiners to raise third-quarter throughput by 2.2 million tonnes versus the second quarter, energy ministry forecasts show.
Raising both would typically require a production increase.
Under the deal among OPEC and non-OPEC producers, Russia agreed to cut production by 300,000 bpd compared to its output in October 2016.

It has exceeded its production quota for the last three months, however, pumping an average 10.97 million bpd in May - or around 20,000 bpd more than agreed, ministry data showed.
Russia could quickly add back at least 300,000 bpd of production, the ministry has said.
Top producer Rosneft could increase output by 70,000 bpd in just two days, according to analysts who have recently visited the company.
