U.S. District Judge Julie Robinson made clear in her Monday ruling the documentary proof of citizenship requirement can't be enforced. >"Defendant’s well-documented history of avoiding this court’s orders, and providing confusing notices and information on the state’s websites in conjunction with this court’s rulings, warrant specific compliance measures," Robinson wrote. She ordered Kobach to >"instruct all state and county elections officers ... that voter registration applicants need not provide DPOC in order to be registered to vote, and need not provide any additional information in order to complete their voter registration applications."
Herbert said it wasn't clear how soon those directions should be made. >"I think 'immediately' is kind of open to interpretation,"
Nancy McCarter, the county clerk and election official for Pottawatomie County, said Caskey advised counties during a conference call >"to continue as we have been." If someone registers to vote Wednesday, she said, she will ask for a birth certificate or other document. Dale Ho, an attorney with the American Civil Liberties Union, said the direction to continue enforcing the law is "outrageous."
Herbert said written instruction could be issued as soon as today. >"The Kansas Secretary of State's Office intends to fully comply with the court," Herbert said.

Rage Against the Machine frontman Tom Morello took to Twitter to propose the formation of a “Children’s Liberation Army,” made of “disgruntled vets” to take on the Immigration and Customs Enforcement (ICE) agency.
In a tweet on Tuesday, the 54-year-old suggested that “people of good conscience” and “former vets” join together to “take on” the government agency.
“Ok people of good conscience & disgruntled vets I’m thinking of putting together a Children’s Liberation Army to take on ICE,” he wrote. “WHOS IN?
