The "meme ban" is just what the tabloids like to write. The thing is a fuckload more problematic. The EU parliament has just voted for mandatory upload filters for companies allowing users to post anything on a publically accessible website or app. This means all content posted would have to be filtered for copyrighted material. That memes would be filtered out is just one small side effect of this.

There are way more problematic things in this. It essentially would kill most websites relying on user posts of any kind (be it text or pictuers or videos or sound or even code) with the exception of large companies such as Facebook, Youtube etc. which have billions to invest in technologically advanced upload filters.

Not to mention that these filters are shitty and filter out a lot of non violating content. And people who file copyright claims don't have to proof shit. This way you could take down politically opposing youtube channels, dissenting opinions, etc.
