They're twin brothers who got in a scandal for earning PhD's with basically nonsensical theses and false evidence. Many successfully challenged their theses but the PhD's were awarded anyway (perhaps they bribed their way forward). They're now "scientists" who talk on TV programs. I think their field of research is within physics.
The meme around them is that they are alien/angelic beings (based off their weird appearance) and that they have come to Earth and have enormous influence so as to rule over the world (and elites like the Rothschilds and George Soros) with an iron fist from behind the shadows.
