-Obama found this to be bad optics & didn't press for prosecution of border jumpers that brought kids
- yay perverse incentives, number of kids being dragged along on dangerous border crossings explodes
-trump gets in, wants to seem tough on immigration, starts enforcing laws & is especially tough on families as a deterrant to the last point
