The proposal says websites accessible to the public need to have technological processes in place which disallow that copyrighted material gets even shown in the first place.

There is only one way to accomplish this: upload filters which are censorship tools.

Not sure what you are talking about. Once again, you are required to have these processes in place. Otherwise anyone can immediately claim damages from you for anything uploaded which is copyright protected. Essentially, you can hire some dude who uploads 50 copyrighted pictures and then you sue for 500,000 dollars, killing any small company. The only way you could evade damages under the new law is if you can show you have put in place "technological processes" (aka upload filters) that were supposed to ensure copyright violations do not happen.

The story is this: Russian tsars always wanted to have Polish land and kill them, so did Germans, either Germany monarchs(kaisers) or Hitler's Socialists. They wanted that land. But then something happened, Bolshevisk killed the tsar, so Russia left world war 1, so tsar couldn't slaughter the Poles, but later Stalin and Hitler still wanted that land and not even Stalin slaughtered them, only tsars wanted them dead and maybe Hitler a little.
