'Ten times cheaper': Russian space company testing iodine rocket engine.
Russian spacecraft manufacturer Energia is developing an electric propulsion rocket engine which runs on ‘pure’ iodine. The new thruster can make rockets smaller, lighter and cheaper. Engineers have patented a method of using iodine for electric-powered spacecraft propulsion, the Energia Space and Rocket Corporation said on Thursday. The company, based in the Moscow region, is the nation’s main builder of space rockets and components for the International Space Station (ISS). It said the idea to use ‘pure’ iodine for space exploration was first proposed in the 90s, but thorough research started only several years ago.
So where is the prototype or proof of concept? All i see is a Soyuz rocket.

It's an ION engine similar to the Hall effect thrusters used on satellites. They cen't be used in the atmosphere, but are great propulsion and maneuvering thrusters for satellites and space stations.
Was in cold war due to cross contamination of technical details, is less so now. Launch vehicles and engines do count as advanced weapons technologies for ITAR though which is more of a fucking headache than a safeguard for most things.

Well, US bought (a scaled down?) versions of Energia engines, including all of the engine design. For some reason, they couldn't make it, but were continuing to buy them from Russia for Atlas V rockets. I bet many of the engines ideas were used by NASA / SpaceX, but if anything, they could just make those engines themselves with enough effort.

They have documentation, but they didn't set up tooling to make 'em. Whole point of RD-180 engine from American point of view is the fact that Russian engineers built 'em for peanuts, Russian engineers or machinists are cheaper workforce than untrained workforce in western countries, like waitress or janitor for example. It is about saving money and increasing profit margin for Lockheed Martin. Atlas V replacement is already on horizon with Vulcan and there are other alternatives like Delta IV Heavy and Falcon 9 Heavy.

It is low thrust engine for use in space. It couldn't lift itself from a launch pad. Low thrust and long burn time with low fuel consumption gives a lot of delta v for a probe.

Literally fake news. Iodine engines have nothing to do with rockets like Soyuz or Falcon 9. Russian rockets are too expensive for launching commercial satellites and this won't do anything to fix that.

The very reason why commercial operators use Russian rockets is the fact that those are cheap. Russian labor is cheap, but if potential subsidies from western governments are removed when using Russian rocket, it isn't necessarily cheap anymore and insurances may become an issue.
