mommies driving kids to school. i believe there is an additional 40,000 cars on the road every school day during rush hour.

failure to remain at least three car lengths behind the car in front of you blocks motorists from the ability to freely merge and change lanes to exit and enter the highway forcing them to slow and stop in order to change lanes .. driving on the bumper of the car in front of you is never going to induce them to go faster but creates a solid block rather than allowing the flow of traffic to be porous.

I dont know about Toronto BUT , Ive noticed (Boston north) that EVERY day thete is a group of cars that are INTENTIONALLY driving slow to INTENTIONALLY jamb up traffic. At first i thought i was crazy but day after day after day i witnessed people create a ROLLING ROAD BLOCK just to fuck with the traffic flow. I seriously believe these people are actually PAID ROAD SHILLS. Daily bl9cking traffic to disrupt society. Its NOT 911 tier but its absolutely being done and costing USA billions in lost time/$$/ productivity.

I don't know man i'm on the highway everyday, i go as far to the end of the right lane while merging. anything else would be a waste of the right lane. i see more people doing this, but fuck the people who stop at the start of the merging lane with their left signals on. that's some real chink driving right there.
it's so congested in DC during rush hour if you leave more than 1 car length between cars another car will just fill that space. I try and leave as much space as I can that won't let another car into it

Philippines has shitty traffic jams between 0500-0100, or all the time pretty much. You guys had a good idea to instate tags on your plates so that only certain vehicles can be on the road at certain times of the day. But your real problem is a lack of efficient public transportation to take the burden off your underdeveloped network.
30 million people in metro Manila. 1 light rail that is always broken and shitty. Jeepneys that are not coordinated... it just a giant 30 million people rat race to wherever they're going. All on 2-stroke bikes that make the air cancerous.

Root cause is semi-trucks. They merge, takes time, or try and pass going 2 miles over the speed limit. On junior expressways they block traffic in one lane and take 10 times longer to get going so less traffic goes through. An idea solution would be to strictly adhere to truck lane regulations and prohibit trucks off-highway during rush hour.
Since the introduction of legal lane splitting for motorbikes here I can say it is retards who leave a huge gap in front of them. Motorists in other lane jump into the gap. The lane they just left appears to be moving faster than other lane so other motorists jump lane. Sounds silly but when you see people [trucks, octogenarians] leave literally 50 to 100 meter gap before they start to move and the lane changing that follows it becomes pretty obvious. Some days it only takes 2 of these near each other to add 10 minutes to a half hour drive. Poor infrastructure and accidents dont help either.

There needs to be more working close to where you live. The out laying areas of Toronto needs to attract more business. Companies should make work from home jobs more available. Rush hour in Torontp starts at 2:30pm. It does make me think there are a lot of parents picking up their kids from school.

I've noticed that rush around school closure time, and learned to avoid it. There's a flurry of suv type vehicles guided around by people pretending to drive. They're bad alright. You're wrong about congestion in general, but that mid/late afternoon mini-rush, yeah it's a thing. Not in Toronto btw.
Probably better up here than in the States. I hear tell they have crowds of people who spend their time just standing around on the road and chanting.

Just keep allowing space. its each driver's responsibility to maintain that three car space.. other cars are supposed to be able to fill the space . Where they have left will allow others to fill and if every single car always kept this space it would be as if each car had the whole road to themselves because all you really need is enough room to move and change lanes to exit or enter. You;re not going to just sit there not moving forever if you allow room .. in very short order unless there is an actual obstruction you will again begin to move so just keep the space open .. others will see this and remember their lessons where they are taught this is their responsibility and the law and hopefully begin to do it too.

You either need a low population density, or you need high quality mass transit and urban centers designed around multiple modes.
Toronto has been rapidly expanding in population, and has a mass transit system where political pressure has as much of a priority as engineering. Their streetcar system still requires people to get off and manually change the fucking tracks. Their transit is also one of the most expensive in the entire world. And coverage is absolutely terrible. The areas covered by the subway are good, but they're all in a straight line, and the rest of the city is entirely screwed..
In fact, mass transit use in Toronto has gone DOWN even as the population has risen. How the FUCK do you screw up that badly?

Not a bad idea, but reduce the NEED for school busses and parents by reducing the distance between schools and their users, and being mindful of traffic patterns so that more of the parents are using less crowed streets. Usually more, smaller schools is the way to go, and not giving a fuck about social justice concerns, like the racial composition of your schools.
Even then, if the city was halfway competently designed, the traffic from parents alone shouldn't be enough to fuck shit up as badly as it does.
