Let's say Trump had the balls for it (and I assume he does) - why can't he station troops on the Mexican side of the border closing it off until congress enacts something? Mexico would be pissed but it's not like they will start shooting. Whenever the migrants cross the border they have to get processed and a court trial but the army could turn them away before they cross and circumvent the whole process. You could argue it would require a declaration of war to invade Mexico but that would set a legal precedent in court that none of the neocons want.
It's better to wait for Mexico to move first. Do you know how many spics serve in our military? This is also a test to see if they'd be loyal to the U.S. or to their motherland. If the latter they will be shot by firing squad of niggers.

I've come to the conclusion that outside of glow-in-the-dark CIA activity to trafic drugs into our country, we've been overall pretty generous to Mexico in their history. For example, we allowed them to Nationalize our oilfields in the 1940s because we wanted them on our side for WW2; I can't recall any other Latin American country we allowed to just nationalize our industry like that and get away with it.
