There's too many variables that can't be controlled for in situations like this to get beyond mere correlation, and JAMA has a history of less-than-scientific studies when it comes to something touching on a political controversy. There wouldn't have been a news report, or even a study done, in 1991 saying "support for Democratic candidates highest in urban areas with high crack use", even though that would have been true: there's too many complicating factors when matching drug use to who you would vote for.

You have absolutely no idea how the black market work for drugs, don't you? The only dealers who actually deal in pure profit are the importer who manage to get the stuff in by the ten of tons, the average dealer simply can't compete and instead get indebted to the main dealer. So basically its a ladder where the upper stage lend drugs to the lower stratus at a rate good enough that they'll make a profit but not that much that they'll make a bigger profit than the top dealer who get it for pennies compared to the street dealer. Also there are no street dealer who will give 10k$ outright, he'll liquidate the stocks lended by the main dealer then pay back the whole thing, keeping the profit as to buy more drugs the next time and exponentially augment is marge of profitability until he get enough power and influence to outright compete the main dealer or get taken out the picture by others prominent dealers. Also paying up front would put you under the risk of being given cut products, which you are forced to sell under the normal price because better stuff is easily available, which make the current batch profitless or make the street dealer indebted even further which result in pay backs, hence why dealers who can't sell get disposed of.

The only ones who would be ready to pay up front are the ones who already have a network in place as to liquidate their batch of drug, else they would get themselves stuck with tons of drugs and nobody to sell it to.

Oh and the results were all pulled from poor white people, mainly women, on Medicare part D which seems biased to me but w/e
