Historically they've been shitty economically because of geography but it's not so much of a problem with modernized transportation. They're being held back now by socialism. It would take a healthy dose of laissez-faire with a strong force which can guarantee some measure of safety for new entrepreneurs coming in. These problems are lessened with modern transportation of course but they still exist and Africa's problems are compounded by crime and socialist policies which are the least efficient methods of distributing resources.

If you're talking about Africa authoritarian systems would work better since the locals lack the reason or intellect to govern their own affairs. A constitutional monarchy or constitutional dictatorship ruled either by foreigners or by the small percentage of Africans with fairly high intellects would probably be best.

Constitutional restraints placed on the state to keep it from abusing the populace or becoming corrupt; but ultimately a system that is not subject to democracy since in a place like Africa the people will vote for whatever asshole who promise them the most gibs.

I believe in democracy; but like Edmund Burke (suggested reading Commentaries on the Revolution in France by Burke) I recognize that it requires the citizens of a country to have a sense of personal responsibility, a distrust of authority, and the reason and wisdom to have some understanding of whether the state is actually doing a good job or not. If the people lack those traits then democracy is doomed to failure and African populations have none of those traits.
