Not at all. This represents the greatest leap forward for the internet as we know it. The practical effects of Art 13 being written into law will be for the rest of the world to firewall off Europe. There will 2 internets, yes. But not how you say...there will the regular (free) internet and the euro version. The results will be a boom for US citizens, imagine no euros trashing up the internet. Imagine an internet with only 1/3 the amount of faggotry, only 1/3rd trannies, etc.
It is fully expected that for a euro to access the regular internet, he will have to buy an hourly pass and only then will the transatlantic routers permit a time-limited, metered access to the free and open internet. Then after ordering his KY jelly on Amazon, paying his custom fees and registering his purchase with the government, spending significant time clicking away the cookie acknowledgements...only then after that hour pass his access will again be automatically cut. Safely cordoning the rest of us from him until he again decides to pay. Such monies from "access fees" can then be used by US ISP's to increase bandwidth and add new features.

The intent of this law is to put MANDATORY UPLOAD FILTERS on all EU citizens to prevent them from posting crimethink. Just because the current implementation can be avoided by posting on US sites doesn't mean that it will stay that way.
