I think he' just say that if Congress sent him a bill to move Cannabis out of Schedule 1, he'd sign it. Then 1) Dems have to choose between fucking themselves or working with Trump; 2) He gets an excuse to fire Sessions that, again, dems can either fuck themselves by opposing or let him take; and 3) He has an excuse to pull the US out of the international schedule treaty which is basically just a huge handout to pharmaceutical companies, and will actually lower medical costs
Even something as small as legalizing highly refined and purely medical uses for MS pain and seizures in children, and allowing more medical research, will get him a huge chunk of votes and make dems look like idiots.
It's also worth noting that if there is "legal" weed, it's a lot easier to justify INSANELY harsh actions against "illegal" weed.
