That was the USSR, not China. The Soviet Union had a famine in 1932-33 because Stalin confiscated and sold all the food in Ukraine to pay for industrial equipment. China had a famine in 1959-60 because Mao had farmers switch to making steel instead of food and killed off sparrows at the same time as a drought and an influx of locusts.
