A lower reciever is the legal definition of a gun. He could keep all other parts lawfully, but that one part, whether assembled or not, is a gun. The exception is if the lower receiver is less than 81% complete (machined). Thus you can buy an 80% complete lower and keep it legally without permits/registration/serial
