Because the baby boomers/silent generations were HUGE generations that were almost entirely white. The white birth rate is up and so are the number of children being born but it still isn't enough to make up for the deficit (yet). Meanwhile, there has also been a mortality increase that has been responsible for the early deaths of middle-aged and younger working class whites putting the generational shrinkage somewhat ahead of schedule.
All in all, things aren't terrible demographically.
