I thought the same thing at first but it's been there for years and lasted through hurricanes. There are also ways to prevent damage in the build. Oil rigs are a good thing to learn from. The way they're built they're almost invisible.

You can probably get around this however by making larger (spread out), heavier islands. Modular inter-connected concrete barges would be ideal, but they are expensive.
Also, if you have a propuslion system you can simply up and leave when there is a hurricane warning.
They're not as invincible as they seem. They are mostly designed to last for the duration of their use. The upkeep costs would pile up over time, especially as the columns begin to erode. Older ones might last, like the micronation of Sealand's platform, but modern oil rigs are probably a lot more cheaply built.
An alternative option is to find a shallow bit of ocean and build a complex on the sea floor. It would be a lot more undetectable.

Concrete pontoons have been around for a while. They're basically just hollow steel-reinforced blocks. Essentially, if one had the resources, you could make a large set of interlocking squares and join them together into a modular island.
Here's one quick example I found on youtube that uses styrofoam as the core.

They're damn near unsinkable. Even if struck by a hurricane, the pontoons themselves would still be floating, it would just be the infastructure built on top of them that would be destroyed.

A ship would be pretty good, but a cruiseliner is a bit out of the price range of even wealthy Jow Forumsacks. A dedicated team with some engineering knowledge could build a smaller ship though.
Best bet in my opinion is to go for small autonomous communities instead of 1 large grand state. 10-20 blokes could build, maintain, and protect a ship.
