Congressmen wanted their own private emails that weren't tracked and archived so they could continue to do corrupt business deals and pay2play. Awan gave them the email server that let them do this.

Half (probably more) of congress was using that server to get around federal laws. If this were legitimately investigated instead of shut down, most of congress would be in fucking jail. That's why this went nowhere and all the evidence disappeared.
