Realistically, the only consent law should be one that tests the individual to see if their ready. We do the same with drivers licenses, why not consent? If they understand what sex is and it's consequences, then they'd go on to the next steps to see if they're menstruating and if their breasts have fully developed. If a guy if the balls have dropped. If all those pass then the individual is exempt from any age of consent restrictions.
