It wasn't the healthiest advertised product on the market, not even a bit.
Then with decolonisation and post-war economic growth, the ministers decided that it would be bad for European farmers if they had to change their business model or go out of business due to competition from other continents.
They presented a subsidy deal in the early '60s where the dairy farmers would have to produce a high minimum amount of milk, and because the demand + prices were too low to survive on, they'd get subsidised, which in turn would be funded by consumers and taxpayers.
Problem was that people didn't really consume milk. Derivatives sure, but milk itself was for small children.
Suddenly the marketing campaigns started swinging, milk became the healthiest thing in the world. Exact same product, completely different market insertion.

That's what happens when you have to stimulate consumption.
The most cost-effective ways of doing it are the ones that don't work without fucking the consumers.
They can stimulate the purchasing of German and French cars by making them cheap as a cart of milk, but the only way the manufacturers will let that happen is if they get the difference subsidised by the gouvernments of the EU, meaning all other prices will go up as well as tax rates.
