I think that they attacked the Russian base and during the attack the "attackers" infiltrated and escaped stealing some weapons from the Russians. Said weapons were than taken into the countries that allowed refugees to enter with little to no screening process. Chemical weapons would be easy to sneak in beacuse they can be stored in inconspicuous containers and transported.
