There are commercial collapsible bows out there for sale. Use a camera tripod carrying tube large enough to hide the bow and at least 1 or 2 arrows. Try to get on a roof top, assemble the bow when the balloon is about to get on the street. Then shoot it when it passes by. It needs to be close enough to where the balloon crew can't make any sudden turns down a street if they catch sight of you. They'll probably have drones and security on the roofs lining the path, so you might have to make a shot from the ground, but it's only 30 meters high.

No drone is going to be getting close. There's going to be enough security within a good radius of the area any plans to destroy or vandalize it while it's in the air will fail. You need to target it before it's inflated.
