I think it is safe to assume they will fill the balloon with Helium so it floats... this means that the balloon will have to be tied to the ground, so we can simply "sneak in" and cut the rope and free Trump from the degenerates.

Maybe dont pop it. It's filled with helium so if the tether that is holding it to the ground is severed than it will float up and away. They won't have as kichmof a chance to retrieve it and patch it. If it gets too high of will just explode from expanded air pressure inside the balloon. You could also release the tethers from the ground or cut them with the props of a drone.

If you can buy a green laser pointer, there are YouTube videos that will show you how to adjust it so the output becomes intense enough to burn or melt, especially if pointed at something Darkly colored. If you were to take such a laser, strap it to a camera, and place the camera on the tripod, you'd have the perfect setup to steady, point, and observe your laser with no one noticing what you were doing. There will probably be lots of people with cameras on tripods to observe the crowd and the balloon.
