From 2009-2012(election) the actual economy sucked. Slow growth, slow employment recovery, very little small business investment.
The reason for this was simply small/medium business were scared about what he was going to do next. Obamacare was a huge burden on them and they where waiting to see if it would be removed by a republican president. When Romney failed the Small/medium business began to accept this new law and started to make plans to deal with it. Additionally the fact that he did not gain control of the congress ensured that nothing drastic was going to happen for four years. Business did not like Obamacare but a lame duck president enables them to plan for the future. This is why you see the growth numbers get better in 2013(not the stock market as that recovered quickly).
The greatest recession of our lives was not actually that bad after TARP was implemented. It prevented the domino effect. The stimulus was a waste of money as only 10% went to infrastructure the rest went to stupid shit. I was for a massive infrastructure spending spree. Lots of people out of work in the construction and labor fields that could help.

We were sold on a false promise in the 90s. We were going to do global trade. China was going to open its doors to the rest of the world. Our corporations were going to make untold fortunes selling into a new market of billions. Instead china opened itself up only enough to steal technology (by forcing foreign entities to enter partnerships with domestic companies). Our companies exported their production (American jobs) to China to increase their own profitability while still selling into the hollowing out American economy. This is the very reason why the rich are obscenely rich and the gap is growing. Meanwhile the fed blew bubbles (the stock market bubble, then the housing bubble) to paper over the economic problems so American citizens did not react politically until now.

There are very few points in time when the stock market has gone down over an 8 year period of time. There might be bear markets and bubbles, but that's also standard fare.

Policy has dick to do with that. Technology does. Policy will dictate whether you get 2% growth or 4% growth.

The growth from 78 to 88 is far greater than what we saw in the last 20 years. Whomst was president in that time? Obama did TERRIBLY compared.
