Back in the 80/90 there were violent gangs in Central America. There was civil war and revolutionaries/war atrocities, etc. but no gangs.
In late 90s early 2000s the US stated deporting all these gangs from the US and that's how the gangs started.
Gang violence was exported from the USA to Central America.
