We haven’t seen or heard much from NCR proper lately, and it’s been quite a while since I played through. Is it explicitly mentioned that further behind the lines the NCR is doing much better? I seem to remember the opposite being the case.

So if the NCR is technologically advanced tell me.. Why are they getting btfo by a bunch of guys football gear using machetes? I can list off a dozen quests as to why the NCR over relying on technology has costed them greatly. Oh lets not forget the Tunnelers from the Divide? Thousands of them created by the radiation and are going to envelope the Mojave, technology in the Fallout Universe was a catalyst for their birth.

Also we were susposed to see Arizona, we never did, Caesar had plans for a Congress to help oversee issues happening on the homefront once the Mojave Campaign was over. Blame the former Obsidian and Betheshart for time constraints. Chris and Sawyer said they had Arizona planned out to convince the player of the Legion. No raiders, great trade, agriculture 10 times that of the NCR, and a peaceful Nation. What you see in the Mojave is a Military Operation like Nipton, it's not what Caesar's New Rome looked like.

3. It's the whole legion vs one limb of the NCR
4. They actually aren't being BTFO, the legion can't win a single fight without intervention from the courier, which is why they rely so heavily on subterfuge.
