I dont think the programmer needs to be disgruntled... I converted some data into csv at work and had the same problem... its a pain to clean up. It must be that some computer language write & as &, dont know if its C, VB or whatever

ok i'm a jew and i'll disclose a super secret kike technique to you
when you post something on the internet some symbols are converted to &something; to avoid code injection. same happens on Jow Forums when you post something like it's saved as <asdfasdf> - html is just plain text that is interpreted, and these reserved characters have to be escaped to be properly recognized as just text and not as another element. < in text is a coded as a different character as < in tags.
twitter either needlessly double escaped & in & so you end up with & or their character coding broke somehow.
