There's no reason why he couldn't be. Saying that he must be excluded from your affections because he's excluded from residence in your ideal state of residence makes as little sense as me saying I can't be friends with someone because I'm uncomfortable with the idea of them living at my house. Ideally we'd live in a world of interconnected and friendly ethnostates. That sounds inclusive to me in the sense that it genuinely wishes for the best of all mankind.

I do empathize with you but I would suggest you meditate on why you feel conflicted.
