It is illegal in Belgium to defend your property. If robbers don't pose a clear threat to your own safety, you do not have the right to stop them from robbing you.

Nope. Just Britain, maybe Sweden and I suppose Belgium since you're saying so. Most states have some kind of exception written into the law for defending yourself, others or even goods. In the Netherlands you're allowed to use 'reasonable force' to stop someone trying to get away with your shit.. That means you're probably not going to get away with shooting an unarmed person in the back because they took your wallet, but a good kicking isn't out of the question. If the person in question has a knife or a bat, and/or is physically much stronger than you, shooting someone might also be considered reasonable.
Caselaw in the Netherlands also make it clear that you do not have to let yourself be assaulted FIRST, if it is clear from the context that you're about to be.. Pre-emptively striking still falls under 'noodweer'. (See 'Bijlmernoodweer' (also for use of illegal gun in self defense), and 'noodweer in de bus' arrest for these elements, if you're really interested)
There are actually quite a few cases of armed criminals shooting at each other, and both being aquitted for the assault part of their charges because both parties claim self defense, and the court cannot prove one way or the other. Typically they'll be slammed with weapon charges though, only it won't be a slap on the wrist like with that jeweler in his article:
