you can make a decent gun even semi-auto with proper machining equipment, consider looking up luby's machineguns. hardest part is that shotgun shells operate at lower pressures so a regular pipe might burst from handgun ammo and will definitely bust from rifle ammo. you could always travel to czechia and become a resident and then buy a handgun somewhat easily?
