Far less since forensics technology has gotten so much better and more wide spread. Serial killers were successful in previous years because the police actually rarely caught them at all. They were mostly discovered because a victim escaped, someone in their lives noticed someone was going on or they got investigated for an unrelated crime since there was only so much the cops could do to get someone who killed strangers just for it's own sake.

Now adays they know every crime you've ever been involved in from DNA and people interact with some sort of computer system that records their behavoir pretty much perpetually, you have to be very high functioning or very lucky to get away with going about killing people for very long in a first world country.

I imagine there's probably some big ones in shithole countries but usually in those cultures people who just want to murder people for fun have other outlets such as a life in criminal gangs or religious extremism where they're apart of a violent group and not doing it solo.

Could maybe be possible if you collect all these cases about people escaping from these kind of situations a average time these people spend there and based on that and the amount of escapees how many at minimum must be locked somewhere.
