Majority of defensive backs are small. You need to be able to pivot your hips quicker to stay with the receivers making their routes. It's the same reason gymnasts and snowboarders are short
Receivers are getting so big now though, that defensive backs can start getting bigger too because receivers are losing that lateral quickness
