This was written in the 18th century where "Well Regulated" means functioning smoothly. Like a "well regulated" clock. The word "regulated" as we often see it today, meaning "legislated" or similar, was not in use in the 18th century.

While the 2nd Amendment is terse, the founders wrote on this subject at length elsewhere. See the Federalist Papers (No. 46, I believe) where James Madison discusses that the purpose of an armed populace is to defend against a standing army of the U.S.. The intention was that the people have military-grade weapons.

That's not really correct. The militia as mentioned in the 2nd Amendment was described by Madison in the Federalist Papers (No. 46, I think). He describes the militia as a rag-tagged bunch of citizen soldiers officered by men chosen from among themselves. They were decidedly NOT the U.S. military, and their purpose was to defend against the U.S. military.
