Because people don't respect the Congress anymore (possibly for good reason but it still should be respected).
Congress doesn't use this power anymore but they can hold someone in "inherent contempt" where the Sergeant-At-Arms can arrest and confine the subject without trial. SCOTUS ruled it constitutional in 1935 (Jurney v. MacCracken).
Otherwise they will (((refer))) it to the US Attorney for DC, which can file charges, if he wants.
