The only metal required is in the circuits whoch would be encased and never get wet. You don't need to make the rest of it with metal. The metal is only there to conduct electricity to send signals, but even then you could use something other than electricity to send signal. Heat, light , pressure etc can also be used to transfer information. If you had the means you could create a robot that uses water pressure through small tubes to send signals to do things. Electricity just happens to be the fastest and most reliable way we have now for transfering signals. And we wouldn't expose it to water in thefirst place. We have equipment that functions under water the only major issue we experienced with underwater robots is detecting and dealing with water currents.
