Because in the middle of winter they can threaten to close the pipe. And Germany can't just say no big deal, we'll use the rest of the 90% to heat ourselves. They can only use the remaining 30% of the gas to heat themselves which is not enough. So Germany is forced to either let their people freeze to death till they find an alternative source for gas or do what Russia says.
So fucking remember when this point is brought up. It's not the energy, it's the source of heat during winter.
