distance does matter when you take into account TCP/IP. More routers/switches you go through, the higher the chance of dropped packets. Overhead is still 50% on average.

You'd need perfect execution of IP across multiple trans-atlantic/continental switches/routers and you still wouldnt be able to get that rate from romania - even if you had fiber where you were. it's just not reasonable at all.
