As per Wikipedia, Ephebophilia is the primary sexual interest in mid-to-late adolescents, generally ages 15 to 19. This is different from Hebephilia, which is the strong, persistent sexual interest by adults in pubescent (early adolescent) children (especially those showing Tanner stages 2-3 of development), which is typically ages 11–14.

I would say that one should go by these Tanner stages of sexual development. Problem is that you can't assign a single age to it because obviously everyone is different.

Based on actual medical classification, it seems that Ephebophiles are into Stage 4 or Stage 5, which I think is perfectly acceptable. Again, it's impossible to pin a single age to everyone, though. Maybe we should give adolescents mandatory examinations and visible tattoos when they reach each stage? That would eliminate the need to try to pin a single age to everyone.
