A couple months later, I moved to East Berlin and watched the drama unfold. I wonder whether something similar could happen in North Korea within the next 4-5 years. I've run across a few professional (German) dole collectors over the years and from what I managed to coax out of them they need to pay great attention to detail to remain on Hartz 4 and keep the wellfare office happy at all times. Also, all but one didn't have cars because they couldn't afford them. The one who did worked construction jobs on the side.
The refugee Hartzers on the other hand are an entirely different kettle of fish. A lot of them do have cars. They have their own wellfare offices. They have people accompanying them to these wellfare offices - attorneys in all but name since they are usually educated in Geschwaetzwissenschaften to the point where they can read, write and work through a script for abusing any and all loopholes that an actual lawyer prepared for them.
