cops love it when they get to use deadly force. It is also possible to "talk down" a person but why bother with that when they can justify shooting. If they try to chit chat and then loose the justification to shoot it's hard to recapture that justification once it calms down a moment later. So the cop looses the chance to shoot as easily as it appeared in the first place. Can't let that happen so shoot to kill while one can, and do nothing to walk it back or calm it down. This is the power of the government.
