Ive always thought that we should reversably sterilize everyone at birth, then when you want to have kids you should need to apply for a license to procreate. Somehow it’s considered morally wrong to ask that people prove they are in a good position before ripping a soul from the comfort of the void, but it’s totally fine to ask them to prove they can drive a car before allowing them to do so.
