IQ measures abstract thinking ability. Notably, you won't notice a huge difference between someone with 100 IQ and someone with 130 IQ, but you'll definitely notice a difference between someone with 70 IQ and someone with 100 IQ.
Both environmental factors and genetic predisposition determine someone's IQ, and Africans from Africa are shit out of luck in both departments.

First and foremost, the IQ tests are probably done in the urban strongholds of Africa [it has a few of them, Dakar and Abuja for one] so you're literally testing the academic elite of the african nations.

IQ without context doesnt tell you much. There are multiple forms of intelligence that are averaged into iq. AshkeNAZIS score highly in areas like verbal and mathemetically intelligence, but not so highly in spatial and other fields.
Have you even seen an IQ test? I don't remember there being instructions. Questions are things like sequences of numbers where you provide the next number in the sequence (no instructions). From what I remember, most of the questions are pictorial. Sequence of images where you provide what comes next.

But what it does mean is that they could put you in pretty much any job and you would succeed at it without much hand holding or instruction. People with high IQs are generally able to "figure it out" by themselves. The IQ test is generally a good measure of this.
The way I heard it explained was the IQ tests were developed primarily by the military to help with conscription. Specifically, to determine is someone was functional enough to be an asset, or slow enough to be a liability.

There are many African languages that do not have a concept of the future, promises, loyalty and other abstract concepts. Those that have those languages as their original language, can't grasp certain words even if they say they do.
