No but a cut off has to exist somewhere because judging every persons maturity is going to get expensive. Besides that the age at which most people reach full mental maturity is estimated to be around 25. Significantly lower than the current 18.

Further if you’d cast a glance to puck related you’d find that the majority of nations in Europe with AOC laws far lower with Germany’s and Italy’s being just 14 despite being some of the most successful and powerful.
